  1. The Law on Investment No. 143/2025/QH15 took effect on 1 March 2026 and gives foreign investors the same market access as domestic investors except for business lines on the Government's list of lines not yet open or open only on conditions.

    Article 7 and Appendix IV (conditional business lines) took effect on 1 July 2026. Restrictions may concern foreign ownership percentage, investment method, scope and partners (Article 8.3).
