  1. Since Decree No. 219/2025/ND-CP took effect on 7 August 2025, provincial People's Committees issue, extend and revoke work permits for foreigners and must decide within ten working days of a valid dossier.

    Employers must include a written request explaining the need for the foreign worker (Form No. 03).
