Former Prosecutor General of Rwanda with 20 years of experience in prosecuting international, transnational, and genocide crimes. Legal consultant, lecturer, and regional leader in prosecutorial networks.
Jean Bosco Mutangana is the former Prosecutor General (Director of Public Prosecutions) of the Republic of Rwanda, serving from 2016 to 2019. He worked as a prosecutor for 20 years in multiple capacities, including National Prosecutor, Head of the Genocide Fugitives Tracking Unit, Head of the International Crimes Unit, and Spokesman of the Rwandan Prosecution Authority (2004–2016).
He also held senior leadership roles as President of the East African Association of Prosecutors and Vice President of the African Prosecutors Association for the Central African Region. By virtue of his role as Prosecutor General, he served as Vice President of the Superior Council of the Rwandan Prosecution and Vice President of the Superior Council of Rwanda Investigation Bureau, deputizing the Minister of Justice.
Mr. Mutangana is a member of the International Association of Prosecutors (IAP) and the East African Association of Prosecutors (EAAP). He has spoken widely at national, regional, and international forums on domestic prosecutions of international and transnational crimes.
Academically, he holds an LL.M in Criminal Law and Criminology from the University of Groningen (Netherlands), an LL.B from the University of Rwanda, and a Postgraduate Diploma in Legal Practice (DLP) from the Institute of Legal Practice and Development (ILPD-Nyanza, Rwanda). He lectures at ILPD on international and national criminal law modules and has delivered lectures of opportunity at the Rwanda Defense Force Senior Command and Staff College and the Rwanda National Police Academy.
With extensive experience in criminal justice, prosecution leadership, and international law, Mr. Mutangana continues to contribute to legal education, policy discussions, and justice sector reforms.
